Lol, that's a funny one. Czars? Like those Czars BEFORE the communist revolution? Like prior to 1917?
Whats wrong with corruption? A few get very rich and the rest get fucked. By the way, the system is very inefficient and the USA will gradually become a third world country. Nothing wrong with that unless you live in the USA and you are not a Czar or corrupt politician or wallstreet broker. Finland is much more progressive then the USA. Not only is Finland the most corrupt country in the developed world but also famous for being the "least corrupt" country. Just don't scratch the surface.
