States to Start Involuntary Micro-Chipping with Criminals

We'll start off with criminals.... make sure we keep those bad guys in line... Once we win you over with that we'll tell you what a scary world it is out there and you should put these microchips in your kids... If someone kidnaps them you'll be able to track em...
