Mentally Disabled Man Beaten by Police Officer

Beaten for not zipping your Jacket? Apparently, Homeless, mentally disabled homeless man, standing on the street corner does not obey police orders and aggressive force is used to subdue him. Notice the crowd that gathers to watch the show including little children.
